Why are record numbers of immigrants leaving Canada?

How can we prevent immigrants from fleeing Canada?
The research proposed that the Canadian government begin tracking the rate of onward migration and invest in programs such as the ICC’s Canoo Access Pass, which make the key early years of immigrants’ time in Canada more enjoyable, hence increasing retention to the advantage of all Canadians.

The case
